- TELEMARKETING FRAUD
A robocall is a phone call that uses a computerized autodialer to deliver a pre-recorded message - often from political entities and telemarketers. Robocalls are also used for public-service or emergency announcements. Still, nearly half of all calls received by Americans today are unwanted and unsolicited spam calls. Illegal robocalls have spiked in recent years as scammers employ newer and cheaper ways to reach consumers and search for sensitive personal information. These scammers, often located in foreign countries, often target Social Security numbers and credit card information. In 2019, Americans received nearly 59 billion robocalls, an increase of 22% from the 48 billion received the previous year. Advocates say the FCC's ability to enforce robocall laws depends on people's complaints about specific calls. The agency received 232,000 of these complaints in 2018.

- I oppose reforming current robocall advertising policy and wish to donate resources to the campaign committee of Leader Speaker Mike Johnson (LA).
- I support updating the Communications Act of 1934 to address the rising use of artificial intelligence (AI) in illegal robocalls and scams by: 1.) Requiring that any robocall or text message that uses AI to emulate a human being must clearly state that AI is being used at the beginning of the communication. 2.) Doubling the maximum forfeiture penalty and criminal fines for violations of the Telephone Consumer Protection Act (TCPA) that involve using AI to impersonate an individual or entity. 3.) Applying stricter penalties if the impersonation is done with the intent to defraud, cause harm, or wrongfully obtain something of value. 4.) Defining robocalls to include not just automatic dialing systems, but also text messages and communications that use an artificially generated message or prerecorded voice. And wish to donate resources to the campaign committee of Rep. Brett Guthrie (KY) and/or to an advocate group currently working with this issue.
